MNRE ALMM & DCR Rules Explained: Protecting Solar Buyers from Substandard & Non-Compliant Hardware

In past years, the Indian solar market was flooded with end-of-line, b-grade, and rejected photovoltaic modules dumped from foreign factories at throwaway rates. These panels suffered from rapid yellowing of EVA encapsulants, snail-trail cracking, and catastrophic power drop-offs within 2 to 3 years.

To protect consumers and national energy infrastructure, MNRE instituted the Approved List of Models and Manufacturers (ALMM). Under the ALMM mandate, MNRE inspection teams audit manufacturing plants, verify cell quality, electroluminescence (EL) test records, and certification before granting permission to sell in India.

Domestic Content Requirement (DCR) is the cornerstone of the PM Surya Ghar Muft Bijli Yojana. DCR mandates that both the raw photovoltaic silicon cell and the assembled module must be fabricated inside Indian manufacturing plants.

If a vendor installs non-DCR panels (even if they are high quality imported brands), KSEB inspection officers will immediately flag the module serial numbers in the National Portal database. The inspection report will fail, and your ₹78,000 subsidy will be permanently cancelled.

Every legitimate solar module installed in India must feature a tamper-proof RFID tag embedded inside the glass lamination (not stuck on the outside). Using an RFID scanner, the following data must be readable:

1. Name of the manufacturer and month/year of manufacture.

2. Country of origin for solar cells and solar modules.

3. I-V performance curve data and unique serial number.

4. BIS certification registration number (R-number).

Every solar consumer must understand that a solar panel carries two distinct warranties:

1. Product Workmanship Warranty (typically 12 years): Covers mechanical manufacturing defects, frame separation, junction box water ingress, or glass delamination.

2. Linear Performance Warranty (25 to 30 years): Guarantees that electrical power output will not degrade faster than manufacturer specifications (typically maximum 1% in year one, and not more than 0.40% per year thereafter, retaining ~87.4% at year 30).

Never accept handwritten verbal assurances from unauthorized local sub-contractors. Insist on formal, manufacturer-issued warranty cards with matched serial numbers.
